Bill Zheng
Director

Bill Zheng is the founder and Executive Chairman of Capitol Property Group. Bill was educated in Civil Engineering, Computer Science, Business and Financial Management in China, Australia and the U.S.. After a long corporate career spanning positions in Asia Pacific, U.S. and Europe, Bill left PricewaterhouseCoopers Melbourne in 2000 to allow him to pursue his passion in property where he created an integrated investment group including associated entities in property advisory and management, mortgage finance, financial planning, insurance and superannuation, funds management, property development and construction. Bill’s other passion is to make the world a better place and create a collaborative environment where everyone can live, work, learn and play. This vision has helped to create and shape the mantra and drive behind new innovative and smart cognitive global cities. Bill works closely with his strong and experienced team of professionals to help find and acquire new development opportunities throughout Australia. 

Shane Sheedy
Director

Shane Sheedy is a highly astute and results driven senior development and construction executive with over 28 years’ experience in the industry. He has delivered a wide range of projects across Australia and is a registered Commercial and Domestic Building Practitioner.

Shane has managed project teams of all sizes to successfully deliver projects across a multiple sectors such as residential, commercial, retail government, recreational and land sub-division developments.

Shane is responsible for the vision, direction and management of Capitol. His personable approach, careful methodology, eye for detail and drive to manage all projects on time and on budget deliver confidence to all stakeholders of Capitol.

Jarran Rapsey
Senior Development Manager

Jarran is a strategic property professional with over fifteen years-experience in property development, urban economics, planning and marketing.

Jarrans’ career to date has seen him in roles with a rapidly growing property developer, private consulting, local government and a start-up graphic design agency.

Jarran has a track record of delivering high quality projects, a keen attention to detail, and fostering collaborative working relationships with a wide range of stakeholders including investors, financiers and government agencies.

Peter Carnell
Senior Project Manger

Peter Carnell has worked in the building and construction industry for more than 30 years. In that time, he has gained extensive experience in project management, having worked both as a consultant for clients and as a building contractor for some of Australia's largest firms.

Peter's project sector experience ranges from residential construction to local government and industrial projects. He has particular experience in pre-construction processes such as town planning, design development and tendering.

Peter also brings invaluable experience to Capitol having delivered several complex projects under challenging conditions, such as the continued occupation of buildings, staged construction works, special industry site agreements and high security sites.

Tiffany Li
Project Support

Tiffany is a talented and highly driven professional, who is responsible for supporting the Development and Project Management team.

Tiffany is hands on and enjoys working in a team environment.

Tiffany is fluent in both English and Chinese (Mandarin), which is extremely valuable when working with international stakeholders.
